What makes a social issue?
To begin with the discussion; let me ask you a very simple question! What is a social issue? We will consider an analogy to understand the point better
Is bad eye sight; a social issue?
In a generic sense; an issue means a problem and social means a collective or a group. Consider that a person has an issue of bad eyesight; then it is not a social issue.
Now you might move this further in an argument giving the reason that perhaps every single person in his family or friend circle has the same issue; then that might be just a coincidence but you cannot say it a social issue (even at a smaller level).
The social issue encompasses a dire problem faced by the majority of the community, and from our analogy of a person having bad eyesight; if the bad eyesight is an issue of his family and friend alike and the friends of friends as well; then that is still not necessarily a social one because the problem is not dire.
There are certain remedies in the form of eye checkups and operations and you can make it better. But suppose that the area you live in has no eye specialist or concerning medical professional. Then that makes it an issue at a smaller or community level. It grows as the population that is being affected by it.
